I'm pretty sure it was Summer and Kaufmann (although I'm not sure of the spelling). I remember the big rocking horses. I also recall they had a store at Stonestown as well.

: Does anyone recall the name of a multi story fine shoe store on Market St across from the Emportium? The shoe store had a window breezeway connecting to Ellis St. The 3rd floor housed children's shoes. There was entertainment for kids with a monkey cage and big rocking horses. Back then you can check your shoe fitting with a fluroscope (x-ray machine). I think the store closed up during the early 1960's.
