Well, the first American City Hall was at Pacific & Kearny (near Columbus), and relocated to Polk Street. Mission Dolores, or nearby, *might* be considered the City Hall for the pre-American period, as that is where the Alcalde (mayor) probably lived. Though, the Presidio might have been the official location.
