I went through all the available City Directories from 1850. Max Toklas first appears in the October 1864 Langley edition:

"Toklas, M & Co. (Solomon Sheyer and L. Lithauer) importers and jobbers clothing and furnishing goods, 308 California, dwl Eureka Hotel)"

In December 1865 (Langley), the name was changed to "Toklas, Wise & Co."

I didn't have access to an 1870 edition available, but in the April 1871 edition, it was changed to:

Toklas, Hahn & Brown [Max Toklas, Seligman Hahn & Morris Brown] importers, manufacturers and wholesale clothing, 24 San[some]

SO, Toklas Hahn & Brown was formed in either 1870 or 1871 at the earliest.
