Bancroft Ave. and Alvord St.: Did it Exist?

I saw this plot of land for auction on the internet, saying that it is maybe underwater. It is part of a subdivision called "Tide Lands Subdivision". The land is bordered by Bancroft Avenue on the northeast, Carroll Avenue on the southeast, Alvord Street on the Southwest, and four lots facing Boalt Street on the Northwest. I was so puzzled to find that the streets bordering the land parcel don't even exist and intersect at the right places on maps. I did see it on the 1915 SF map as dotted lines extending into and intersecting in the San Francisco Bay and Salt Marsh. I was just wondering if anyone knows if this land parcel ever existed during ANY period during San Francisco history and how/why it disappeared from the maps.
