What I did was take a look at the city directories to see which addresses that Dr. Minora Kibbe worked at. Here is a sampling of what I found:

1899422 Ellis
19011023 Sutter
19031563 Sacramento
19071030 Haight
19081921 Page

I cross-checked those addresses under Hospitals, but none matched up. So, I am assuming that this was her private office. Under Hospitals, there is listed the Chinese Hospital and a few Chinese Missions. I would presume that she may possibly have worked at one of them in addition to her general practice.

Also, I checked the California State Library's Newspaper Index, 1904-59 and came up with these citations which may be of interest to you:

Kibbe, Dr. Minora, candidacy announced, SF Chronicle, 2-18-1918, 3/2 [actually 2/3]
Kibbe, Dr. Minora, Fruitvale celebration (portrait), SF Call 12-15-1911, 10/4 (Oak. ed.) [not confirmed]
Kibbe, Dr. Minora, sailors' ball (portrait), SF Call 5-13-1908, 3/7
Kibbe, Dr. Minora, school board candidacy (portrait), SF Call 11-20-1908, 1/5
Kibbe, Dr. Minora, assembly candidate endorsed, SF Chronicle 6-1-1918 6/2
