: Who can help me about details of immigration controls in San Francisco harbour in 1918....there was an affidavit of Franz "in possession of the Army Intelligence bureau" of San Francisco. I am looking for this file...

I believe this is the department that probably has your information: Army Investigative Records Repository (Army Intelligence and Security Command), regarding Foreign Personnel and Organizations Files, 1900-1975.

You will need to submit a Freedom of Information (FOIA) request to:

Department of the Army
United States Army Intelligence and Security Command
Freedom of Information/Privacy Office
Fort George G. Meade, Maryland 20755-5995

There is more information on FOIA here:
http://www.firstamendmentcenter.org/Press/information/topic.aspx?topic=how_to_FOIA

There is a nice letter generator at:
http://www.rcfp.org/foi_letter/generate.php

Hope this helps,

Ron
