Interestingly, I've just come across a family photograph that I believe is from 1944 that shows some major construction at what I think must be China Beach (because of the angle of the view of the Golden Gate Bridge). It appears to be the construction of a curved concrete wall, which seems to match up with a satellite image, but I can't be sure. There is mention on a website that China Beach was a bivouac area during the war, but there is "no record of improvements" made during that time. Perhaps someone familiar with the area (I'm on the other side of the country) could make more sense of the picture.
