Eugene was born on September 21, 1915, in Harbin, China. As a youth he loved the water and worked on a river taxi on the Sungeri River near Harbin. Eugene spent his free time on reconstructing a Naval Air Sea Rescue boat which he christened "Orel". He and his family spent years vacationing on the Orel.
