Is there any resource to locate a motor vehicle or driver license registration from around 1915?

I have a relative who I know owned a vehicle (Locomobile) in 1913. I know he lived in San Francisco. I can’t find him in any city directories, although I do find his traveling companion RE Hilton.

Apparently on a 10K bet he traveled cross country in his car from SF to Lowell, MA.
